You do NOT have to be a member of the knobbe.org forums to download the CIFL for Tecmo game.
The only change I can foresee in the game is if there's an uprising amongst fans that don't think player XYZ should be on the all-star team in front of some other player. The 7-on-7 gameplay and the sort is pretty well good to go.
You will need a NINTENDO emulator to play the rom from that link. There are plenty to choose from.
