I hope you removed Wyo's 103 point blow out from the AIFA average

No need to, it also includes Utah and Cantons extremely low scores. It evens out, thus the term "average". Like in Seinfeld.

If you remove the West Division the AIFA is a 12 team league and the averages are: 52.6 - 32, 20.6
Removing the West is the best option if you are looking to askew the average in a positive way.

UIF 47.8 - 31.9, 15.9 AF2 56.1 - 38.1, 18 CIFL 50.4 - 30.5, 19.9 AIFA 55.5 - 30.5, 25 IFL 63.4 - 36.5, 26.9 APFL 63.1 - 15.7, 47.4
I think waiting until a league has played at least 20 games is the best way to start getting a feel for how competitive the league is. The APFL has had 20 games on the schedule at this point. Of course they haven't played that many and they are already playing replacements also. I'm not going to wait another 2-3 weeks to see when they hit 20 games played. I would think it reasonable to believe a league with 10 teams could manage to have played 20 games since their season started on April 5th.
Any time you think the AIFA is not doing so well just check out the APFL. Then realize the NIFL was even worse.
